The Free State province has been given until the end of the year to turn around service delivery concerning projects that have either failed or missed their deadlines; and for those responsible for the maladministration to be held accountable.
During her two days oversight visit in the province that ended on 4 October 2024, the Minister for the Department of Human Settlements Ms Mmamoloko Kubayi expressed concern over the delays in providing housing for the people of the Free State province.
Kubayi addressed the provincial MEC for Human Settlements Mr Saki Mokoena and Mangaung Metro Executive Mayor Cllr Gregory Nthatisi regarding the concerning pressing matters that include the slow paced issuing of title deeds, the removal of asbestos roofs and unblocking stalled projects.

Minister Mmamoloko Kubayi further pointed out her concern regarding underperforming contractors, saying they are compromising the department’s service delivery mandate and denying deserving beneficiaries their constitutional right to adequate housing. She further called on the leaders to take action, saying there must be accountability and consequence management.

A presentation on the financial and non-financial performance of grants and priority programmes was presented, after which Kubayi ventilated her concern over the province’s performance, in particular the removal of asbestos stalled projects.
As part of the solution to the challenges faced by the Free State and the Mangaung Metro, the Minister announced the formation of a team comprising the national, provincial and municipal spheres in government further directing a period of coming up with a plan to turn the situation around.
Kubayi has since emphasised her commitment to addressing housing needs in the province.
