IMF and Argentina Reach Staff-Level Agreement on Third Review, Unlocking $900 Million

WASHINGTON — The International Monetary Fund (IMF) and Argentine authorities have reached a pivotal staff-level agreement on the third review of the country’s economic reform program, backed by a 48-month Extended Fund Facility (EFF) arrangement.

Pending approval by the IMF Executive Board—expected in early December—the agreement will unlock access to approximately $900 million (SDR 600 million) for Buenos Aires.

The announcement highlights a period of steady economic stabilization for South America’s second-largest economy. Despite a challenging global macroeconomic backdrop, Argentina’s adherence to disciplined fiscal and monetary frameworks has yielded substantial gains in disinflation, reserve accumulation, and market confidence.

Resilient Reserves and Robust Fiscal Anchors

According to the IMF, Argentina’s external position has strengthened significantly. Net international reserves have surpassed end-June program targets by roughly $4 billion. Furthermore, the central bank has accumulated nearly $16 billion in purchases over the course of the year, while the treasury has secured over $5 billion in foreign exchange from local markets.

Liability management and financing have also shown notable strides. The Central Bank of the Argentine Republic (BCRA) has successfully refinanced $6 billion of its repos, with $5 billion of those obligations pushed out to mature in 2028. Bolstered by official creditors, the government has additionally mobilized $3.2 billion in cross-border guaranteed bank financing, with plans well underway to secure an additional $1 billion before the close of the year.

At the heart of the government’s economic strategy remains a steadfast fiscal anchor. The program is calibrated to maintain a primary surplus of 1.4% of GDP through 2026, with an equivalent fiscal effort planned for 2027 as outlined in the submitted national budget.

If achieved, this will mark the fourth consecutive year of primary and overall fiscal balance, underpinned by strict expenditure discipline and ongoing structural tax reforms that simultaneously protect priority social and infrastructure spending.

Structural Reforms and Investment Inflows

Beyond fiscal and monetary management, sweeping structural adjustments across trade, labor, investment, and capital markets are shifting Argentina toward a more efficient, market-oriented model. Export volumes are scaling new heights, and approved investments under the country’s large investment incentive scheme (RIGI) have surpassed $76 billion. The execution of these capital commitments is anticipated to anchor medium-term growth and job creation.

Path Forward Under the Policy Package

To consolidate these gains, the newly agreed-upon policy framework focuses on several core pillars:

  • Monetary Policy: The central bank will maintain its focus on targeting monetary aggregates to anchor disinflation and build reserves, while keeping exchange rate flexibility intact within the current band system.
  • Financing Strategy: Authorities will continue leveraging domestic capital markets, official partner backing, privatization receipts, and contingent credit lines to sustain its foreign exchange financing strategy and extend debt maturities.
  • Structural Deepening: Priority will shift toward expanding long-term domestic capital financing, executing RIGI-backed strategic investments, and developing recently awarded infrastructure concessions.

IMF staff praised the constructive engagement of the Argentine authorities, noting that the third review will move forward for formal Executive Board consideration in the coming weeks. The continued success of the program signals a deepening structural transformation aimed at cementing long-term macroeconomic resilience and sustainable growth.
