PRETORIA — Tensions between South Africa’s agricultural sector and financial market operators have erupted following a landmark decision by the Johannesburg Stock Exchange (JSE) to abandon a long-tested agricultural derivative model.

In a move that has sparked sharp pushback from grain producers; the JSE confirmed via a recent Market Notice that it will not retain the Multiple Reference Point (MRP) system for calculating soybean location differentials. Instead, the exchange plans to revert to a traditional single reference point methodology.

Grain SA, the country’s primary representative body for commercial grain producers, voiced deep disappointment with the decision, arguing that reverting to a single reference point risks locking in market distortions, exacerbating information asymmetry, and placing unfair financial pressure on farmers operating under already paper-thin margins.

The Mechanics of the Dispute

Location differentials are a crucial component of agricultural futures markets. They adjust contract settlement prices based on the geographic distance between production regions and delivery points, accounting for real-world transport and logistics costs.

For years, market participants have criticized the single reference point model for failing to accurately reflect geographic variations in soybean demand—particularly as processing capacity and crushing plants have expanded across different regions.

To address this, Grain SA, supported by independent technical specialists and scientific research, designed the Multiple Reference Point (MRP) model. The system was tailored to achieve a more equitable matching of supply and demand across diverse geographical hubs.

The JSE piloted the MRP methodology on deliverable soybean futures contracts over two marketing seasons. The pilot’s performance was intended to be evaluated against five core criteria:

  • Trading activity, including volumes and open interest.
  • The number of active market participants.
  • Management and accumulation of stock in zero-differential areas.
  • The redelivery of JSE silo receipts.
  • Stakeholder feedback and practical market experience.

Despite notable improvements in trading volumes, open interest, and physical deliveries during the pilot, the JSE concluded that these gains were driven primarily by external market conditions rather than the MRP framework.

Confidentiality, Data Access, and Market Power

A primary driver behind the exchange’s decision was the challenge of securing transparent, real-time data regarding local soybean crushing capacity. The JSE cited commercial sensitivity and statutory privacy regulations under the Protection of Personal Information Act (POPIA) as obstacles to gathering accurate supply-and-demand metrics, forcing reliance on older historical data.

Grain SA strongly contested this reasoning. The industry body highlighted that sensitive agricultural data is regularly collected and securely managed via statutory measures under the Marketing of Agricultural Products Act.

“Confidential information is already used in several regulated market processes,” the organization noted, arguing that proven aggregation mechanisms could easily allow verified data to be submitted without compromising company-level commercial secrets.

Furthermore, Grain SA cautioned that abandoning the model due to data restrictions hands an unfair advantage to dominant processors. Because soybean crushing capacity is highly concentrated among a small group of large value-chain participants, smaller producers face significant information asymmetry. Without transparent baseline data, farmers are left unable to independently verify whether location deductions reflect true market conditions.

Grain SA also noted that the final decision failed to adequately resolve critical structural defects highlighted by expert consultant Prof. Roberts—specifically regarding zero-differential delivery points and the inability of producers to arbitrage location spreads.

Qualitative Perceptions vs. Quantitative Performance

A central critique from agricultural representatives is that the JSE allowed subjective stakeholder complaints to overshadow hard performance metrics.

While certain market participants claimed the MRP model was overly complex, Grain SA contends that complexity alone should not disqualify a system that is scientifically sound, operationally implementable, and fundamentally fairer.

“Qualitative perceptions… appear to have carried disproportionate weight relative to the model’s quantitative performance,” Grain SA stated, arguing that available quantitative proof was sidelined rather than thoroughly evaluated against all five original criteria.

Financial Stakes for Producers

The timing of the decision comes as South African agricultural producers navigate severe economic headwinds. Rising input prices, fuel volatility, and climate risks have squeezed profit margins across the grain and oilseed sectors.

Under a single reference point model, artificial transport assumptions can force farmers in specific outlying regions to absorb arbitrary price deductions that do not reflect actual grain movements. These artificial differentials create room for larger market players to leverage localized imbalances to their own advantage.

The Road Ahead

As part of its return to a single reference framework, the JSE has proposed shifting its primary reference location from Randfontein to Driefontein, effective from the marketing season beginning 1 March 2027. The exchange invited formal stakeholder feedback on the proposed relocation through 14 August 2026.

Grain SA has formally declared that it cannot support either the return to a single reference point or the relocation to Driefontein without a comprehensive, transparent impact assessment mapping the financial fallout for growers across all production zones.

As the deadline for market submissions passes, the dispute highlights a growing rift in South Africa’s agricultural financial ecosystem: balancing the desire for simple, low-friction exchange mechanisms against the need for transparent pricing that protects the economic viability of primary producers.
