ECB Executive Board Member Isabel Schnabel Appointed IMF Financial Counsellor and Director of MCM

WASHINGTON, D.C. — International Monetary Fund (IMF) Managing Director Kristalina Georgieva has announced her intention to appoint Isabel Schnabel as the Fund’s next Financial Counsellor and Director of the Monetary and Capital Markets Department (MCM). The appointment is scheduled to take effect on January 4, 2027.

Schnabel brings extensive central banking and regulatory experience to the post, currently serving on the Executive Board and Governing Council of the European Central Bank (ECB). Since joining the ECB in 2020, she has overseen market operations, research, and statistics, while playing a pivotal institutional role through economic shocks including the pandemic, the 2022 energy price crisis, and bouts of market volatility.

Her tenure at the ECB also included leading the development of a new monetary policy implementation framework and championing technological modernization, such as the integration of artificial intelligence and updated statistical reporting.

In announcing the decision, Georgieva highlighted Schnabel’s background at the intersection of capital markets, financial stability, and central banking.

“Throughout her impressive career, Isabel has demonstrated intellectual leadership in research and in practical policymaking,” Georgieva stated. “Her deep expertise… will be invaluable as the Fund guides its 191 members through a rapidly changing global financial landscape.”

Prior to her tenure at the ECB, Schnabel built a robust portfolio in European economic policy and regulation. She served as a member of the German Council of Economic Experts, Vice Chair of the Advisory Scientific Committee of the European Systemic Risk Board, and Chair of the Advisory Board of BaFin, Germany’s federal financial regulator. These roles cemented her expertise in macroprudential policy, banking supervision, and financial regulation.

A distinguished academic, Schnabel holds a doctorate in economics with highest distinction from the University of Mannheim and serves as a Professor of Financial Economics at the University of Bonn. Her published academic research spans financial regulation, banking crises, systemic risk, economic history, and international finance.

Georgieva also praised Schnabel’s collaborative leadership style and communication strengths.

“At a time of profound transformation, her intellectual leadership, policy experience, and commitment to international cooperation will further strengthen the Fund’s work to promote global monetary and financial stability,” Georgieva added.

Schnabel will step into the key leadership role at MCM early next year, succeeding outgoing leadership to steer the department’s surveillance, capacity development, and operational support for global financial stability.
