Mangaung Metropolitan Municipality (MMM) held its first Integrated Development Plan (IDP) review and budget engagement for 2026/27 on Tuesday, 21 April 2026 in Thaba Nchu. The session was led by its Executive Mayor Cllr. Gregory Nthatisi, alongside Deputy Executive Mayor Lulama Titi-Odili and MMC for IDP and Performance, Cllr. Theodorah Mosala.
The Public participation meetings will be taking place across the City to get the inputs of residents.
Addressing residents, EM Nthatisi stressed that the purpose of the engagement was not to make empty promises, but to directly consult the community on their development needs and priorities.
Deputy Mayor Titi-Odili announced that the municipality has been allocated R44 billion for service delivery. These funds will focus on key areas such as road infrastructure, water supply, electricity, and community safety. She also urged residents to register for the indigent support programme, which provides a 50% subsidy on water and electricity for unemployed households.
Cllr. Mosala informed the community that a structured plan had been adopted to guide the allocation of municipal funds, clearly outlining when, where, and how resources would be utilized. Now in the fourth year of our five-year plan, we have successfully achieved several key objectives.
Electricity has been installed in parts of the area, a network tower has been erected, and 12 RDP houses have been built. In addition, two streetlights have been installed. In Motlatla, a paving project covering 1.8 kilometres is currently underway.
We have actively promoted these Integrated Development Plan (IDP) projects on social media platforms to keep the community informed and engaged. Through these ongoing efforts, we continue to deliver essential services such as electricity and housing to our communities.
At present, approximately 60,000 residents are registered for the programme. However, the national target is to reach at least 120,000 qualifying applicants by June 2026.
The Chief Financial Officer (CFO) further explained the different tariff structures for various household categories, including the criteria and application process for qualifying for indigent support.
