DA opposes bonus for Mangaung City Manager

Despite the City Manager of Mangaung Metropolitan Municipality (MMM) Mr Sello More reporting some progress made in the metro, the Democratic Alliance (DA) in Mangaung is rejecting the report and says it does not support the performance bonus towards the City Manager.

The DA says it has noted the tabling of the 2024/25 performance assessment of Sello More, which reported that the City has achieved a 74% score and full delivery on internal KPIs. The DA has since rejected this outcome saying it does not correspond with the lived experiences of the people in communities.

According to Kabelo Moreeng, the DA Councillor in Mangaung Metropolitan Municipality, the lived reality of Mangaung residents tells a different story: broken infrastructure, failing ICT systems, and a municipality in crisis.

Moreeng says the DA rejects the illusion of progress as follows:

  • The City Manager’s office may tick boxes, but residents still face dry taps, pothole-ridden roads, and unanswered calls.
  • The Financial Recovery Plan remains stagnant.
  • The Call Centre is dysfunctional.
  • Heads of Departments are unassessed, and departmental KPIs are vague and unmeasurable.

“The DA demands accountability, not applause. Council has rightly resolved that no performance bonus will be paid. The threshold was not met, and the public trust was not earned,” said Cllr Kabelo Moreeng.

Cllr Moreeng said the DA further calls for:

  • Immediate implementation of SMART KPIs across all departments.
  • Monthly public performance reports.
  • Emergency procurement and oversight for water, sanitation and fleet services in Dewetsdorp, Van Stad, Wepener, Soutpan, Botshabelo and Thaba Nchu
  • A full audit of ICT failures and communication breakdowns.

“Mr More’s reinstatement and continued tenure reflect the ANC’s commitment to shielding underperformance rather than addressing it.

The DA will not stand by while Mangaung is governed through excuses and political patronage. We stand with the people. We will continue to fight for clean governance, transparent reporting, and urgent reform of service delivery.

We will hold the City Manager and the ruling party accountable, both inside the Council and in the streets,” said Cllr Moreeng.

The City Manager Sello More will today, take the residents of the metro into his confidence through a media briefing, where he will give an update on the financial status of the City, the performance of the metro on service delivery and other pressing issues.
