JOHANNESBURG — In a bid to overhaul local government performance, address deep-seated service delivery bottlenecks, and fortify fiscal integrity across South Africa’s economic hub, Gauteng MEC for Cooperative Governance and Traditional Affairs (COGTA), Jacob Mamabolo, has commended the province’s 11 municipalities for their ongoing execution of the Gauteng Local Government Turnaround Strategy.
The intervention framework stems from resolutions established during the October 2024 Local Government Turnaround Summit in Mogale City. Over the past two years, those commitments have been translated into concrete, measurable key performance indicators (KPIs) and targeted municipal intervention measures under Section 154 of the South African Constitution.
A Structured Operational Model
To drive implementation, the provincial government established ten distinct workstreams led by Members of Mayoral Committees (MMCs). These workstreams report on a weekly cadence to ensure accountability across core local government mandates:
- Governance, Administration, & Professionalisation: Enhancing public sector management and institutional oversight.
- Finance & Local Economic Development: Improving revenue collection, budget execution, and regional economic participation.
- Infrastructure, Service Delivery, & Water Security: Modernizing municipal utility networks and mitigating supply vulnerabilities.
- Digital Transformation & Spatial Restructuring: Overhauling administrative technology and breaking legacy spatial divides.
- Safety, Security, Disaster Management, & Climate Resilience: Building proactive emergency response capabilities.
“The strategy provides a common programme through which the Province and municipalities can address governance and service delivery challenges,” stated MEC Mamabolo, acknowledging the operational alignment across local councils as the initiative approaches its second anniversary.
Data-Driven Monitoring and Smart City Goals
Central to the turnaround agenda is Gauteng’s long-term aspiration to function as an integrated “Smart City Region.” To transition from policy intent to measurable execution, COGTA partnered with the Council for Scientific and Industrial Research (CSIR) to launch the Gauteng Smart City Performance Monitor.
The platform tracks real-time progress indicators across all 11 municipalities. Current enhancements to the system will soon allow municipal officials to log performance data directly, streamlining data collection and improving provincial oversight.
Public Accountability and Governance Mechanisms
Transparency remains a focal point for the initiative. Following a public progress briefing in Johannesburg by workstream chairpersons and three provincial Councillor Imbizos aimed at ward-level leadership, COGTA is formalizing a stricter governance model.
Going forward, quarterly municipal performance reports will be published on the departmental portal, tabled before the Gauteng Provincial Legislature’s Portfolio Committee, and presented to the public through media briefings.
As Gauteng balances structural service challenges with the economic demands of its growing population, provincial leadership maintains that institutionalizing rigorous oversight and digital tracking will be vital to translating administrative reforms into tangible improvements for residents and local businesses alike.
