Gauteng Moves to Transform Local Government Finances with New Continuous Audit Readiness Protocol

Gauteng’s local government landscape is embarking on a vital shift in fiscal management. Today, the Gauteng Department of Cooperative Governance (CoGTA), in partnership with the Gauteng Provincial Treasury and the City of Johannesburg, is hosting the Municipal Financial Accountability and Audit Readiness Pledge Signing Ceremony at the Brixton Multi-Purpose Centre.

This high-profile gathering marks the official launch and institutionalisation of the Provincial Interim Financial Statement (IFS) Protocol across all municipalities in the province. The move represents a strategic departure from traditional year-end panic over audits toward a sustainable culture of proactive, everyday financial governance.

A New Framework for Credible Reporting

The newly introduced IFS Protocol establishes a robust, collaborative framework designed to streamline the preparation, review, and auditing of interim financial statements. By fostering coordinated action between CoGTA, local municipalities, the Provincial Treasury, and the Auditor-General South Africa (AGSA), the protocol aims to drastically improve the credibility of municipal financial reporting.

For years, local government reporting has often been plagued by reactive scrambles ahead of annual deadlines. The province’s new initiative seeks to change this narrative under the guiding theme: “From Year-End Audit Preparation to Continuous Audit Readiness: A Collective Commitment to Credible Municipal Financial Reporting.”

Aligning Leadership for Accountability

Achieving long-term financial health requires more than just policy adjustments; it demands unified political and administrative will. Today’s ceremony brings together provincial political leadership, municipal mayors, senior municipal managers, and key financial governance institutions.

Together, these stakeholders are publicly affirming their shared commitment to sound financial management, transparency, and continuous audit readiness.

As municipalities face mounting pressure to deliver reliable services and manage public funds transparently, the institutionalisation of the IFS Protocol serves as a critical milestone. By ensuring that financial books are accurate and monitored continuously throughout the year, Gauteng is laying a solid foundation for improved accountability and restored public trust in local government administration.
