The Gauteng Provincial Executive Council (EXCO) has emerged from an extraordinary meeting with a sweeping mandate to overhaul governance, modernize public transport, and position the province on the global economic stage.
Against a backdrop of local security concerns, the provincial government moved decisively to fill crucial leadership vacuums, secure a multi-decade transit future, and prepare for a historic international summit.
Restoring Oversight: New Boards for Key Entities
Following the expiry of previous terms on 30 September 2026, EXCO has moved quickly to restore administrative stability and oversight by approving fresh leadership boards across several critical provincial entities, effective from 15 October 2026 to 14 October 2029.
The appointments aim to inject renewed energy into provincial development, tourism, and regulatory compliance:
- Gauteng Enterprise Propeller (GEP): The newly minted board is chaired by Zimbini Hill, with Chichi Maponya serving as deputy chairperson. They are joined by members Samukelisiwe Khumalo, Richard Manzini, Ntsiki Mashimbye, Amukelani Mashele, Nomagugu Mahlangu, Ntombi Mthembu, Lerato Ndlovu, Phosane Mngqibisa, Professor Tinyiko Maluleke, and Makibinyane Mohapeloa.

Notably, EXCO has mandated the new GLB leadership to prioritize tightening regulatory compliance, rooting out fraudulent liquor licenses, and dismantling illegal license sales by officials through enhanced technological controls and enforcement.
- Gauteng Partnership Fund (GPF): A team of 11 trustees has been approved, effective 1 November 2026, pending verification and the issuance of Letters of Authority by the Master of the High Court. The appointed trustees are Bukeka Mahlutshana, Gilberto Martins, Godfrey Tsotetsi, Nangamso Matebese, Sinazo Masina, Petal Thring, Joseph Phosane Mngqibisa, Musiiwa Maxwell Nedzamba, Mpho Hlahla, Masilo Tampe, and Buthanani Thobela.
Meanwhile, recommendations concerning the reappointment of the Gautrain Management Agency (GMA) Board have been forwarded to the State Law Advisor for legal scrutiny under section 13(3) of the Gautrain Management Agency Act before finalization.
Securing the Tracks: Sihamba Sonke Mobility Takes the Gautrain Reins
In a massive development for provincial infrastructure, the Gauteng Provincial Government officially announced the appointment of Sihamba Sonke Mobility as the new concessionaire for the Gautrain Rapid Link following successful contract signing and financial close.
The South African-owned entity—boasting a robust 70% local ownership stake—has secured a 15-year mandate running until 2041. The consortium will be responsible for operating, maintaining, upgrading, and modernizing the rapid rail network. The administration hopes this transition will elevate operational reliability, enrich the commuter experience, and pave the way for future network expansions and technological upgrades.
Global Stage: Gauteng to Host the 2027 World Forum on Local Economic Development
In a major diplomatic and economic coup, EXCO welcomed the awarding of hosting rights for the VII World Forum on Local Economic Development (WFLED) 2027 to Gauteng Province and the City of Johannesburg.
Scheduled to take place at the Sandton Convention Centre from 12 to 15 October 2027, this landmark event marks the first time the forum will be hosted on African soil.
The provincial government anticipates immense economic dividends from the global gathering:
- An estimated R335 million in direct economic spend.
- The creation of temporary and permanent jobs, with a sharp focus on empowering women and youth.
- A strict commitment to allocate at least 35% of procurement to local Small, Medium, and Micro Enterprises (SMMEs) and township enterprises.
Beyond the immediate financial injection, the forum is expected to serve as a vital springboard for international cooperation, investment attraction, and the sharing of best practices geared toward building inclusive, sustainable local economies.
Addressing Security Concerns
Amid these forward-looking administrative strides, EXCO also confronted pressing security challenges. The Council received a detailed briefing on the recent tragic killings in Katlehong and surrounding communities.
Strongly condemning the ongoing violence across Ekurhuleni and other parts of the province, EXCO extended its deepest condolences to the grieving families. Furthermore, the executive body expressed firm confidence that coordinated intergovernmental security interventions will successfully stabilize the situation and restore law and order to the affected neighbourhoods.
