The Premier of the Free State, Hon. Maqueen Letsoha-Mathae, has extended her warmest congratulations to Dr. Moeketsi Emmanuel Mosola on his appointment as Chief Executive Officer (CEO) of the Free State Economic Zone, MAP-SEZ, describing it as a decisive step in advancing the province’s commitment to building a capable ethical and developmental state.
Premier Letsoha-Mathae noted that the appointment gives practical effect to the commitments outlined in her recent State of the Province Address, where she emphasised that this is the “Year of Decisive Action to Fix Local Government and Transform the Economy,” anchored on professionalising the public service, strengthening governance, and attracting the best available talent to lead key institutions .
She stated that this appointment represents “a promise made, and a promise kept,” in ensuring that the Free State government places competence, experience and ethical leadership at the centre of its renewal agenda.
The Premier further acknowledged the critical role played by the MEC for Economic Development, Tourism and Environmental Affairs, together with Provincial Treasury, Hon. Ketso Makume, in supporting a rigorous and credible process to secure leadership that will drive economic transformation, investment, and institutional stability in the province.
She emphasised that this collaborative approach reflects the provincial government’s commitment to fiscal discipline, governance excellence, and strategic alignment across departments. Highlighting Dr. Mosola’s extensive experience, Premier Letsoha-Mathae noted that he brings nearly three decades of leadership across both the public and private sectors, including serving as City Manager of the City of Tshwane, Chief Executive Officer of South African Tourism, and a senior executive in major corporate and national institutions.
Letsoha-Mathae further emphasised his strong academic credentials, including a PhD in Management, a Master’s degree in Economics, and international academic training, as well as his proven track record in governance, institutional reform, and economic development.
The Premier described his appointment as a strategic investment in capability, integrity, and delivery. The Director-General of the Free State Provincial Government, Dr. Molefinyana Phera, welcomed the appointment, underscoring the importance of professionalising the public sector through deliberate efforts to identify, attract and appoint high-calibre individuals.
He stated that building a capable state requires not only systems and policies, but also leadership that combines technical expertise, ethical grounding, and practical execution. He added that the province’s ongoing skills audits, competency assessments and institutional reforms are part of a broader effort to ensure that public service is anchored on merit, performance, and accountability. Dr. Mosola expressed his deep appreciation to the Premier and the Free State Provincial Government for the confidence placed in him. He stated that he is humbled by the opportunity to serve and contribute to the province’s development agenda.
Reflecting on his journey, Dr. Mosola noted that this appointment represents a full-circle moment, having begun his public service career in the Free State. He reaffirmed his commitment to serving withintegrity, dedication and a clear focus on delivery, in line with the vision of a capable, ethical and developmental state.
“This is not only an honour, but a responsibility,” Dr. Mosola said.
“I am committed to working with the leadership of the province, stakeholders, and the people of the Free State to drive inclusive growth, strengthen institutions, and ensure that government delivers meaningfully in the lives of our people,” he continued.
Premier Letsoha-Mathae concluded by reiterating that the Free State is entering a new phase of decisive action, where governance, professionalism and delivery will define the success of the 7th Administration. She expressed confidence that this appointment will contribute significantly to restoring public trust, strengthening institutions, and advancing economic transformation in the province.
