
Should it succeed, New Year’s Eve will never be the same for residents in Mangaung Metro as the Democratic Alliance (DA) in the municipality is pushing for a ban of fireworks to ensure community safety and peace.
Dirk Kotze, a DA Councillor in Mangaung Metropolitan Municipality (MMM) says his party has plans to protect the community in the metro by pushing for changes to the Public Nuisance and Noise Control by-laws; he says these amendments aim to ban fireworks in residential areas, limit their sale to the public, and enhance enforcement against illegal usage.
“We urge residents to support our online petition calling the Mangaung Metro Municipality (MMM) to prioritise these crucial by-law amendments. This collective effort aims to protect the safety, peace, and well-being of our communities from the dangers posed by unregulated fireworks.
Across South Africa, municipalities like eThekwini and Johannesburg have already implemented effective measures under the Explosives Act. eThekwini enforces strict by-laws, imposing fines of up to R10,000 for violations and restricting fireworks to controlled periods, such as a narrow 30-minute window on New Year’s Eve. Similarly, the City of Johannesburg prohibits fireworks within 500 metres of sensitive areas such as hospitals, old age homes, animal shelters, and petrol stations. These regulations have proven effective in reducing disruptions and safeguarding vulnerable populations,” said Kotze.
“In Mangaung, however, inadequate regulation has resulted in widespread harm. Illegal fireworks, readily available from unlicensed vendors, contribute to significant safety risks and breaches of the Mangaung Noise Control by-law, which defines disruptive noise as a public nuisance. Additionally, the distressing sounds of fireworks inflict severe harm on pets and wildlife, violating the Animals Protection Act. Reports of injuries to animals and frightened children underscore the urgency of immediate intervention,” he continued.
Cllr Kotze says the DA has a proposal to address the pressing concern, the proposal includes:
- A complete ban on fireworks in residential neighbourhoods, aligning Mangaung’s by-laws with those of other progressive metros.
- Hefty fines and strict penalties for individuals found discharging fireworks unlawfully or selling illegal fireworks.
- Collaborations with the South African Police Service (SAPS) and the SPCA support awareness campaigns to educate residents on the legal and safety implications of fireworks. These campaigns ensure rigorous enforcement and address violations.
“The use of fireworks jeopardises community safety, disrupts lives, and causes environmental harm. By amending Mangaung’s by-laws and taking firm action, we can create a safer, more peaceful environment for all. Your support is vital to this initiative,” said Cllr Dirk Kotze.
