By The Mogale City Local Municipality has ramped up a multi-agency technical intervention to stabilise water supply networks in Kagiso following severe disruptions triggered by power outages at key regional infrastructure facilities.
The utility crisis—stemming from electrical failures at the Zuikerbosch Water Treatment Plant and the Eikenhof Booster Station—placed acute pressure on an ongoing infrastructural recovery programme designed to boost system reliability and monitoring within the area.
Coordinated Multi-Sphere Governance
To tackle the systemic supply challenges, Gauteng MEC for Cooperative Governance and Traditional Affairs (COGTA) and Infrastructure Development, Jacob Mamabolo, appointed a specialized technical team on 28 August 2026.
This collaborative framework brings together state and municipal resources, combining the expertise of Rand Water, the Council for Scientific and Industrial Research (CSIR), Gauteng COGTA, the Department of Water and Sanitation, and Mogale City’s internal engineering divisions.
Executive Mayor Lucky Sele and MEC Mamabolo subsequently reconvened Rand Water leadership on 14 September 2026 to align operational responses and expedite water recovery timelines. Mayor Sele emphasized that political oversight remains hands-on to ensure technical insights translate into tangible service delivery results.
“When an essential service is under pressure, government must move beyond simply acknowledging the disruption. Our intervention is about ensuring that Rand Water, Mogale City’s technical teams, the CSIR and the appointed technical team are working from the same facts and towards the same objective, which is restoring a stable and reliable water supply to Kagiso,” said Mayor Sele.
Infrastructure Overhauls and Advanced Monitoring
Substantial engineering works are already taking shape on the ground. A secure, dedicated municipal chamber has been successfully constructed at the municipal off-take pipe alongside critical straight-pipe connection work. Concurrently, Rand Water has completed necessary excavations to install advanced monitoring equipment and construct a check-meter chamber.
The broader diagnostic strategy incorporates:
- Data Loggers: Strategic placement both upstream and downstream of the off-take pipeline, alongside the Kagiso Reservoir and tower outlets.
- Telemetry Systems: Real-time digital tracking to optimize water flow analysis across the municipal supply grid.
- System Transparency: Clear metrics tracking input volumes, distribution flows, and discharge rates to inform rapid operational decisions during infrastructure recovery.
Interim Relief and Community Appeal
As the engineering interventions unfold, municipal authorities have deployed 8 out of 13 available water tankers to provide interim relief to affected communities in Kagiso.
Recent telemetry data reflects measurable stabilization: as of 18:00, the local water tower sits at an adequate operational level, while the primary reservoir remains low but stable. Technical teams are closely monitoring these metrics to facilitate safe storage recovery.
With the municipality awaiting a comprehensive consolidated technical report to steer subsequent corrective actions, provincial leadership reiterated the necessity of cross-sector cooperation.
MEC Mamabolo stressed that municipal challenges of this magnitude require integrated support across all spheres of government. In the interim, Mogale City has urged residents in areas with active supply to practice water conservation to prevent high demand spikes from stalling reservoir recovery rates.
