
The Deputy Minister of Cooperative Governance and Traditional Affairs (CoGTA), Dr Namane Dickson Masemola, will deliver an address on Monday, 29 September 2025, at the Free State Provincial Members Assembly (PMA), convened by the South African Local Government Association (SALGA).
The Deputy Minister will speak on the topic: “Progress on the Review of the White Paper on Local Government.”
The PMA was preceded by a fundraising Golf Day on 28 September 2025 at the Bethlehem Golf Club.
As the country approaches the 2026 Local Government Elections, the PMA provides a critical platform for municipalities to take stock of progress made in strengthening governance and service delivery, while reflecting on persistent challenges. These include:
· The growing number of municipalities placed under Section 139 interventions
· Recurring negative municipal audit outcomes
· Financial distress and service delivery backlogs
The Assembly will also consider the provincial programme of action, business plan and budget for the year ahead, ensuring that municipalities are better positioned to deliver on their constitutional mandate.
The PMA will bring together Executive Mayors, Municipal Managers, Councillors, oversight bodies, and sector stakeholders, reaffirming SALGA’s commitment to supporting municipalities in building resilient, accountable, and people-centred local government.
