JOHANNESBURG — In a notable shift toward fiscal restraint within South Africa’s public sector, the Gauteng Department of Cooperative Governance and Traditional Affairs (COGTA) has reported a dramatic reduction in its event-related expenditure.
The department cut event costs by nearly 59% across a two-year comparative period, aligning its fiscal management with broader provincial efforts to enhance administrative efficiency.
According to figures released by the department, total event expenditure fell from R24.86 million during the 2022/23 and 2023/24 financial years down to R10.08 million over the 2024/25 and 2025/26 financial cycles. This structural spending adjustment represents an overall saving of R14.78 million for provincial coffers.

Operational Efficiency and Cost Compression
A granular breakdown of the financial data highlights progressive efficiency gains, particularly in the most recent fiscal period:
- 2022/23 Fiscal Year: R2.47 million spent across 12 events.
- 2023/24 Fiscal Year: R22.39 million spent across 39 events.
- 2024/25 Fiscal Year: R6.85 million spent across 18 events.
- 2025/26 Fiscal Year: R3.23 million spent across 21 events.
The figures for the 2025/26 period stand out from an operational productivity standpoint. Despite organizing three more events than in 2024/25, the department reduced its total expenditure by R3.62 million—a year-on-year spending reduction of 53%.
Overall, the average unit cost per event dropped significantly from approximately R487,000 in the earlier two-year window to R258,000 in the subsequent period.
Tighter Governance and Procurement Controls
In an effort to address historic public procurement vulnerabilities, COGTA confirmed that zero deviations, emergency processes, or single-source supplier appointments were approved for any events during the reviewed timeframe.
All service providers were contracted strictly through competitive requests for quotations (RFQs), strictly adhering to standard supply-chain management (SCM) protocols.

Policy Mandate and Local Government Turnaround
The reduced expenditure backed critical platforms implementing the Gauteng Local Government Turnaround Strategy. The initiative acts as the provincial operational framework to strengthen municipal capacity, enforce governance accountability, and accelerate basic service delivery under Section 154 of the South African Constitution.
The 39 events funded during the 2024/25–2025/26 cycle centred on core provincial priorities, including:
- Municipal Governance & Capacity Building: Assessing institutional performance and financial sustainability across local municipalities.
- Disaster Management & Safety: Coordinating inter-governmental frameworks for regional emergency response.
- Public Participation & Stakeholders: Engaging local communities and traditional leadership structures to direct municipal interventions.
By controlling discretionary spending on public engagements while maintaining stakeholder outreach, Gauteng COGTA demonstrates that operational fiscal discipline can coexist with statutory governance responsibilities.
