BLOEMFONTEIN — In a bid to reinforce its ongoing political renewal agenda, the African National Congress (ANC) in the Free State has formally welcomed a damning Special Investigating Unit (SIU) report exposing widespread irregularities within the provincial government’s 2017/2018 bursary scheme.
The investigation, authorized under Proclamation 123 of 2023, has laid bare a system vulnerable to abuse, prompting the ruling party to publicly confront governance failures that it admits threaten its very legitimacy.
Acknowledging the Threat Within
In an unusually candid media statement issued by Provincial Spokesperson Thabo Meeko, the ANC acknowledged that internal corruption, maladministration, and the looting of state resources pose an “existential threat” to both effective governance and the party’s public standing.
Rather than deflecting the SIU’s findings, the provincial leadership—headed by Provincial Chairperson Mxolisi Dukwana and Provincial Secretary Polediso Motsoeneng—has chosen to frame the report as a vital mechanism for state correction. The party reiterated its commitment to a “zero tolerance” approach to graft, promising to aggressively enforce its internal step-aside rules and disciplinary procedures against implicated members.
Systemic Overhaul and ‘Pro-Poor’ Reforms
The SIU’s probe into the 2017/2018 financial year revealed critical vulnerabilities where public finances intended for youth development were diverted or mismanaged. In response, the ANC has endorsed a comprehensive overhaul of the provincial bursary policy framework.
Key reforms aimed at eliminating future abuse include:
- Stricter Administrative Controls: Eradicating legal and procedural ambiguities that allowed for past manipulation.
- Public Advertisements: Ensuring that future bursary allocations are conducted transparently to eliminate backroom dealing.
- Merit-Based and Pro-Poor Bias: Guaranteeing that financial aid strictly benefits qualifying, underprivileged youth across the Free State rather than the politically connected.
No Political Protection
As the SIU begins referring its findings to law enforcement, the Free State ANC has drawn a hard line on consequence management, insisting that accountability must be pursued “without fear, favour, or political protection.”
“Anyone found to have violated the law or betrayed the public trust, regardless of their position or political affiliation, must face the full weight of disciplinary and criminal processes where evidence exists.”
The provincial leadership has explicitly welcomed the SIU’s recommendations regarding the immediate suspension of compromised officials and the swift referral of cases to the National Prosecuting Authority (NPA) for criminal prosecution.
For an administration frequently mired in factional battles over state capture legacies, the Free State ANC’s alignment with the SIU represents a high-stakes test of its anti-corruption rhetoric. Whether these promises translate into actual convictions and systemic integrity remains to be seen, but for now, the party is eager to show the public it is cleaning house.
