Gauteng Department of Infrastructure Development Hands Over R84.7 Million Bekkersdal Social Integration Facility to Uplift Children and the Elderly

The Gauteng Department of Infrastructure Development has officially handed over the newly completed R84.7 million Bekkersdal Social Integration Facility in the Rand West City Local Municipality.

The milestone handover, led by MEC Jacob Mamabolo, highlights the growing success of the department’s Infrastructure Delivery Turnaround Strategy launched in August 2025.

Transforming Local Social Welfare Infrastructure

Implemented on behalf of the Gauteng Department of Social Development, the state-of-the-art facility features four primary building blocks designed to serve vulnerable community members:

  • Early Childhood Development Centre: Built to accommodate 120 children, featuring classrooms, a dining hall, a kitchen, cold storage facilities, a sick bay, and ablution facilities.
  • Centre for the Elderly: Designed with a capacity for 120 people, comprising activity rooms, a dining hall, occupational health and physiotherapy rooms, a kitchen, and supporting amenities.
  • Administration Building: Providing office accommodation for 40 social workers, complete with consulting rooms, a boardroom, open-plan offices, and ablution facilities.
  • Security Guardhouse & Perimeter: Controlled via advanced perimeter boundary walls, information and communication technology infrastructure, electronic security systems, access control, and CCTV surveillance.

The expansive development also includes essential civil engineering works, such as bulk earthworks, internal access roads, parking areas, stormwater drainage infrastructure, water and sanitation services, and landscaped green spaces.

Overcoming Historic Delays Through Strategic Interventions

Originally launched in November 2018, the project faced significant setbacks over the years, including contractual disputes, underperformance by professional service providers, local community disruptions, and the disruptions of the COVID-19 pandemic.

However, targeted interventions by the department—such as resolving contractual bottlenecks, appointing an internal multidisciplinary professional team, and strengthening project oversight—successfully revived construction activities. The Bekkersdal project represents one of eight public infrastructure facilities successfully delivered over a six-month period under the department’s Turnaround Strategy, which is anchored on the Project Readiness Matrix (PRM) Ecosystem to enforce accountability and maintain quality standards.

Boosting Local Economic Development and Skills

Beyond its core social mandate, the project served as a vital catalyst for local economic development. The initiative created 66 local employment opportunities, generating a total of 14,698 workdays. Furthermore, R18.5 million was allocated to 34 SMME subcontractors, representing roughly 22% of the revised contract value while facilitating critical skills development for local enterprises.

The successful delivery of the Bekkersdal Social Integration Facility underscores the Gauteng Provincial Government’s broader commitment to fundamentally reforming how public infrastructure is planned, managed, and delivered for communities across the province.
