Gauteng Government and DBSA Forge Strategic Partnership to Ignite Joburg CBD Revitalisation

The Gauteng Provincial Government has taken a decisive step toward reversing urban decay and restoring the economic vitality of the Johannesburg Central Business District (CBD).

Through a newly signed Memorandum of Agreement (MOA) with the Development Bank of Southern Africa (DBSA), the province aims to unlock critical investment and spearhead large-scale inner-city regeneration.

The partnership was officially unveiled on 21 October 2026 during a CEO Breakfast hosted by the Gauteng Department of Infrastructure Development (DID) in collaboration with CNBC Africa.

Highlighting a unified front between spheres of government, Gauteng Premier Panyaza Lesufi joined City of Joburg Executive Mayor Councillor Dada Morero and representatives from the DBSA to sign a landmark implementation pledge.

Transforming Assets into Economic Drivers

At the heart of this agreement is the implementation of the Gauteng Precinct Development Project (GPDP)—formerly known as the Kopanong Precinct Project. Managed via a partnership between the Gauteng Infrastructure Funding Agency (GIFA) and the DBSA, the initiative is designed to convert underutilised government-owned properties into modern, integrated precincts.

These spaces are intended to stimulate economic activity, streamline public infrastructure, and enhance government service delivery.

Gauteng MEC for Infrastructure Development, Jacob Mamabolo, stressed that transforming the inner city requires moving beyond traditional public sector approaches.

“The revitalisation of Johannesburg’s CBD requires more than government intervention alone. It requires a coordinated approach that brings together the resources, expertise and investment capacity of both the public and private sectors,” MEC Mamabolo noted.

“Through this partnership with the DBSA, we are putting in place the institutional arrangements necessary to unlock the economic potential of government properties and attract investment into the inner city.”

Realigning the Property Portfolio

The revitalisation programme draws its mandate from the Gauteng Provincial Government’s Property Optimisation Strategy. This framework treats state-owned immovable assets as strategic instruments for financial generation, regional economic development, and efficient service delivery. By commercialising underutilised holdings and cutting property-holding costs, the Department aims to foster sustainable, multi-purpose developments that inject new life into the urban core.

Furthermore, the initiative directly complements the City of Johannesburg’s ongoing interventions targeting unsafe and hijacked buildings, bolstering public safety, and upgrading foundational municipal services such as electricity, waste management, and public space maintenance.

Restoring Investor Confidence

Rebuilding investor trust remains a central pillar of the provincial strategy. By leading from the front, government officials hope to signal to private capital markets that Johannesburg’s inner city is primed for bankable, long-term investments.

“Our objective is to restore investor confidence in Johannesburg’s inner city by demonstrating that government is prepared to lead, coordinate and facilitate development,” MEC Mamabolo stated. “We want to see government properties becoming productive economic assets that attract businesses, create employment opportunities and contribute towards the long-term sustainability of the city.”

Moving forward, the Gauteng Provincial Government, the City of Johannesburg, the DBSA, and private financial institutions will collaborate closely to mobilize funding, pinpoint bankable projects, and accelerate the broader vision of building smart, economically competitive urban centres across the province.
